Repiping is the plumbing decision property owners put off longest, usually because the alternative keeps working. Each individual leak is repairable, each repair is affordable, and the building keeps running. The problem is that the repairs get closer together, and at some point the money spent chasing failures exceeds what a planned replacement would have cost.

There is no single point where repair stops being right and replacement starts. But there is a way to tell which side of it a building is on, and it is more about the shape of the repair history than the age of the pipe.

Read the repair curve, not the pipe age

Age alone is a poor signal. Two buildings from the same year with the same original piping can be in completely different condition depending on water chemistry, how the system was operated, whether it sat unused, and how previous repairs were done.

What tells you something is the interval between failures. Pull every plumbing invoice for the past five years and plot the leak repairs by date and location. Three patterns matter:

  • Failures getting closer together over time, rather than staying at a steady rate
  • Failures clustering on the same riser, branch or material rather than scattering randomly
  • Failures happening in pipe that was not disturbed by other work

A building with two leaks a year for five years has a maintenance item. A building that had one leak in year one, two in year three and five last year has a system reaching the end of its service life, and the sixth year will be worse than the fifth.

Location clustering matters just as much. If every failure is on one riser, that riser is the project. If failures are spreading across unrelated parts of the system, the material itself is failing and partial work will only move the problem.

What the material tells you

Knowing what is actually in the walls narrows the decision considerably, and most buildings contain more than one material because previous work replaced sections piecemeal.

Galvanized steel, common in older construction, corrodes from the inside. The failure mode is gradual restriction rather than dramatic leaks — pressure drops, hot water takes longer to arrive, and fixtures at the top of the building suffer first. By the time galvanized supply piping leaks noticeably, the interior diameter has usually been closing for years, and a repair does nothing for the rest of the run.

Copper is durable but not immune. Pinhole leaks driven by water chemistry, velocity or poor installation practice tend to appear in clusters, and a building that has produced several pinholes will usually produce more. Copper failures that repeat in the same run are a replacement signal even when the pipe looks fine from outside.

Cast iron drain and waste lines scale internally and eventually crack. Because drain problems present as backups rather than leaks, they get treated as clogs and cleared repeatedly, which masks the underlying deterioration. A drain line that has been jetted three times in two years should be camera-inspected before it is jetted a fourth.

Polybutylene supply piping, used in a window running roughly from the late 1970s into the mid-1990s, has a well-documented failure history and is generally treated as a replacement candidate rather than a repair candidate wherever it is found.

Modern copper, CPVC and PEX are what most replacement work uses. Which is appropriate depends on the application, water chemistry, temperature, code and the plumbing engineer's judgment — not on which one a contractor prefers to install.

The three options, including the one most owners miss

Repair

Fix the failure, restore service, move on. The right answer while failures are infrequent, scattered, and not clustered on a single material or run. It stays right for longer than people assume, and there is nothing wrong with repairing a building that is genuinely just having occasional leaks.

It becomes the wrong answer when the repair interval is compressing, when repairs are concentrating, or when the cumulative annual repair spend plus the consequential costs — water damage, tenant disruption, after-hours labor — approaches an annualized share of replacement.

Line the pipe instead of replacing it

Cured-in-place pipe lining installs a resin-saturated liner inside existing pipe, which cures into a new pipe within the old one. It is genuinely useful and most commonly applied to drain, waste and sewer lines rather than pressurized supply piping.

The attraction is disruption. Lining is largely trenchless, which on a commercial property can mean not opening a parking lot, not cutting a finished floor, and not relocating tenants. On a building where access is the dominant cost, that changes the arithmetic considerably.

It is not universally applicable. Lining reduces internal diameter slightly, needs pipe intact enough to line, requires thorough cleaning first, and does not fix a line that has collapsed, lost slope or been crushed. Any contractor proposing it should be showing you camera footage before and after cleaning, not just after.

Ask what happens at branch connections, how long the liner is warranted, who warrants it — the installer or the material manufacturer — and what the failure mode looks like if it goes wrong. A liner that fails is harder to deal with than pipe that fails.

Repipe

Replace the distribution system, or a defined portion of it. The most expensive option up front and the only one that resets the clock. It is the right answer when the material is failing systemically, when restriction rather than leakage is the problem, or when repair spending has become a recurring line in the operating budget.

A full repipe is rarely necessary all at once, which is the part owners most often get wrong.

Phasing through an occupied building

Most commercial repipes are done in phases, and the phasing is what determines whether the project is tolerable. Riser by riser, floor by floor, wing by wing, or by tenant suite as spaces turn over.

Sequencing by lease expiration is the most underused approach. Doing the piping in a suite while it is vacant between tenants removes almost all the disruption cost from that portion of the work, and a multi-year phased plan aligned to the rent roll can convert an emergency capital project into a series of routine turnover items.

Where work must happen in occupied space, the questions that determine tenant tolerance are practical ones: how long water is off and during which hours, whether temporary water is provided, how much ceiling and wall gets opened, who patches and paints, how noise and dust are contained, and who notifies tenants and how far ahead.

Get those answers in the proposal rather than discovering them in week two. A contractor who has repiped occupied commercial buildings will have ready answers; one who mainly does residential work will not.

A repipe can trigger California fixture requirements

This is the budget item that surprises people, and it is worth checking before a repipe is scoped.

California's SB 407, codified at Civil Code sections 1101.1 through 1101.08, required multifamily and commercial buildings constructed before January 1, 1994 to replace non-compliant plumbing fixtures with water-conserving fixtures by January 1, 2019. Single-family homes built on or before January 1, 1994 had a January 1, 2017 deadline.

Separately, since January 1, 2014, alterations or improvements to a property trigger the requirement at the time of the work, with compliance typically verified before final inspection. Many jurisdictions handle this with a self-verification form submitted as part of the permit.

Ordinary repairs and maintenance do not trigger it. Guidance generally excludes things like electrical service changes, HVAC replacement, re-roofing and water heater replacement. A repipe, however, is an alteration, and a permitted repipe in a pre-1994 commercial building can therefore bring fixture compliance into scope.

That is not a reason to avoid the work. It is a reason to price fixtures into the project from the start rather than meeting the requirement as a surprise at final inspection, and it is a question to put to the contractor and the building department during scoping. Confirm how your jurisdiction applies it, since verification procedures vary.

What drives the cost

Repiping quotes vary more than most trades because the pipe is the cheap part. What moves the number:

  • Linear footage and the number of risers and branches, not the building's square footage
  • How much of the run is accessible versus buried in finished walls, slabs or ceilings
  • Ceiling type, since a lay-in grid is a different job from finished drywall
  • Whether work happens in occupied space and whether it must be after hours
  • Patch, paint and finish restoration, which is frequently excluded and frequently substantial
  • Slab work, core drilling and any concrete restoration
  • Fixture count if SB 407 compliance comes into scope
  • Material selection and any water chemistry constraints on it
  • Permits, plan review and inspection scheduling
  • Temporary water provisions during the outage
  • Asbestos or lead survey and abatement where older insulation or solder is disturbed
  • Phasing, since a phased job costs more in total mobilizations but far less in disruption

Restoration is the line to interrogate hardest. A bid that includes opening walls but not closing them is not a complete price, and the difference between the two can be a large fraction of the job.

How to get comparable bids

Start with a diagnosis, not a scope. Have the system camera-inspected and pressure-tested, and get the repair history summarized, before asking anyone to price work. Bidders pricing from their own separate assumptions about what is wrong will produce numbers that cannot be compared.

Then hand every bidder the same written scope: which risers and branches, which material, which fixtures if any, accessible versus concealed runs, work hours, restoration standard, and the phasing plan. Require the bid to separate demolition and access, piping and material, fixtures, restoration, permits and temporary provisions.

Ask each bidder the same four closing questions: what is assumed about concealed conditions, what happens if they find something different, who patches and paints, and what is excluded. The fourth answer is usually the most informative.

Verify the contractor

California's C-36 Plumbing Contractor classification covers this work. The Contractors State License Board defines a plumbing contractor as one who provides a means for a supply of safe water, ample in volume and of suitable temperature for the purpose intended, and the proper disposal of fluid waste from the premises in all structures and fixed works. The classification also covers gas piping, water heating equipment, and safety devices including backflow preventers and regulating valves.

Verify the license and classification through CSLB directly rather than accepting a number on a proposal. Then confirm commercial repipe experience specifically — occupied-building phasing, tenant coordination and restoration management are different skills from installing pipe.

Ask for two references from commercial repipes completed in occupied buildings, and ask those references about restoration quality and schedule adherence rather than about the plumbing.
