A roof coating is a genuine option and an expensive mistake, depending almost entirely on one fact: whether the insulation underneath is dry. Everything else about the decision, product chemistry, warranty length, reflectance, price, is secondary to that, and it is the question most coating proposals are quietest about.

What a coating is, and what it is not

A restoration coating is a fluid-applied membrane rolled or sprayed over an existing roof, forming a continuous seamless surface. Applied to a sound substrate it seals seams and small defects, halts ultraviolet degradation, and adds reflectance. Applied over a failing assembly it does none of those things durably, because the failure is below the surface it is sealing.

A coating is not a replacement. It does not remove wet insulation, correct a deck problem, or fix inadequate slope. It extends the life of a roof that still has life, which is a real and valuable thing to be able to buy, and it is worth being clear-eyed that it is what you are buying.

The disqualifying conditions

  • Saturated insulation anywhere in the assembly, unless that area is cut out and replaced first
  • Widespread membrane failure rather than surface degradation
  • Deck deterioration or structural deflection
  • Ponding that persists well beyond 48 hours, unless drainage is corrected as part of the project or a ponding-rated product is specified
  • A substrate that cannot be adequately cleaned and prepared

Coating over wet insulation traps the moisture. The water does not evaporate, the insulation does not recover its thermal value, the deck continues to corrode or rot, and the coating warranty will generally exclude the resulting failure. A moisture survey before a coating decision is not optional diligence, it is the diligence.

Confirming the roof is a candidate

The order of operations that produces a defensible decision is short. Establish the membrane type and age. Commission a moisture scan, infrared or capacitance, across the full roof area, with core cuts to confirm the assembly and verify what the scan found. Assess drainage under actual conditions. Then, and only then, evaluate coating proposals.

A survey typically produces a map of wet areas. Small isolated wet regions can be cut out, dried or replaced, and the roof coated afterward. Extensive saturation means the roof is a replacement candidate and a coating proposal on it should be declined regardless of price.

It is worth noting who commissioned the survey. A moisture survey performed by the same contractor bidding the coating is not necessarily wrong, but an independent survey removes the conflict and is inexpensive relative to the decision it informs.

Coating chemistries and how they behave in the Sacramento Valley

Three chemistries dominate commercial restoration work, and the valley's climate, long high-UV dry summers and concentrated winter rainfall, separates them fairly clearly.

Silicone

Silicone coatings hold up well under standing water, which makes them the usual answer where ponding cannot be fully engineered out. They weather well under ultraviolet exposure and retain flexibility. The trade-offs are that silicone surfaces hold dirt, which reduces reflectance over time unless the roof is cleaned, and that recoating later generally requires silicone again because most other chemistries do not adhere to it well. That is a long-term commitment worth understanding when you make it.

Acrylic

Acrylics are water-based, widely used, and generally the most economical option per square foot. They perform well under UV and hold reflectance well when kept clean. Their weakness is exactly the valley's winter: acrylics do not tolerate prolonged standing water, and they need a proper cure window with adequate temperature and no rain, which constrains the application season.

Polyurethane

Polyurethanes offer higher impact and abrasion resistance, which matters on roofs with heavy foot traffic, frequent mechanical service or hail exposure. They are often specified as a topcoat over another base. They cost more and are less forgiving of application error.

Product selection follows the roof, not the other way round. A roof with ponding and light traffic points one way; a dry, well-drained roof with technicians on it weekly points another. A proposal that leads with the chemistry before assessing the roof has the sequence backwards.

Coatings and the 2025 California Energy Code

This is where coatings become interesting rather than merely economical, and it cuts both ways.

The 2025 California Energy Code, Title 24, Part 6, took effect January 1, 2026, and its cool roof requirements reach new construction, additions and alterations, with roof recoverings included in scope. For nonresidential roof alterations the trigger in Section 141.0(b)2Bi is more than 50 percent of the roof area or more than 2,000 square feet, whichever is less. On any sizable commercial building, a full-roof coating is comfortably past that threshold.

The prescriptive standard for low-slope nonresidential roofing is a minimum aged solar reflectance of 0.63 and minimum thermal emittance of 0.75, or a Solar Reflectance Index of 75. Under the 2025 code those low-slope values apply in every California climate zone, so Sacramento's Climate Zone 12 gets the same number as the rest of the state.

The favorable reading is that most white restoration coatings are formulated to meet or exceed these values, so compliance is usually achievable by product selection rather than by redesign. The important qualifier is the word aged. Ratings are published for both initial and aged reflectance, and compliance is evaluated on the aged figure. A product whose initial reflectance is impressive and whose aged reflectance falls short does not comply, and specification sheets do not always lead with the number that matters.

Ask for the rated aged solar reflectance and thermal emittance, or the aged SRI, for the specific product and color being proposed, and confirm the rating is listed with a recognized rating program. Then confirm the documentation path: nonresidential projects use a Certificate of Compliance, form NRCC-ENV-E, at permit application and an Installation Certificate, form NRCI-ENV-E, at inspection.

Exceptions exist, including roof assemblies weighing at least 25 pounds per square foot, areas covered by building-integrated photovoltaic or solar thermal panels, and cases meeting a maximum roof and ceiling U-factor. Whether one applies to your building is a plan check question, not a contractor question.

Which jurisdiction reviews it

Sacramento County and the City of Sacramento operate separate building departments, and a property's mailing address is not a reliable guide to which one has jurisdiction. Parcels in unincorporated areas with Sacramento addresses are common. Confirm the permitting authority before the submittal is prepared, because the forms, fees and review timelines differ.

Preparation is most of the job

Coating failures are overwhelmingly adhesion failures, and adhesion failures are preparation failures. The application is the visible part; the preparation is the part that determines whether it lasts.

  • Full cleaning, typically power washing, with the surface returned to a sound and contaminant-free condition
  • Removal and replacement of wet insulation and deteriorated membrane in areas identified by the survey
  • Repair of seams, laps, flashings and penetrations before coating, not by coating
  • Reinforcement of seams, penetrations and transitions with embedded fabric or detail material
  • Primer where the substrate requires it, which depends on the existing membrane
  • Adhesion testing on the actual roof, which is the only way to know the system will bond to this substrate
  • Application at the manufacturer's specified thickness, verified by wet mil readings during application rather than estimated from total material used

That last point deserves emphasis. Coating warranties are contingent on achieving a specified dry film thickness, and the most common way a coating job goes wrong quietly is under-application spread across the roof. Ask how thickness will be verified and recorded. A contractor taking wet mil readings on a documented grid is doing the job properly.

The application window

Coating work needs dry substrate, appropriate temperatures and a cure period free of rain. In the Sacramento Valley that argues for late spring through early autumn, and against scheduling a coating in the shoulder weeks before the wet season starts. A contractor who is willing to coat in mid-November is either confident about a specific forecast or not managing the risk, and it is fair to ask which.

What a coating proposal has to state

Coating proposals vary enormously in completeness, and the gaps are rarely accidental. The following is what a proposal needs to contain before it can be compared with anything else.

  • Identification of the existing membrane and its condition, and the basis for that identification
  • Whether a moisture survey was performed, by whom, by what method, and what it found, with an area figure for any saturation
  • The scope of remedial work before coating: wet insulation removal, membrane repair, seam and flashing work, drainage correction
  • The product by manufacturer and name, the number of coats, and the specified dry film thickness
  • The rated aged solar reflectance and thermal emittance, or aged SRI, for that product in the proposed color
  • How film thickness will be verified and recorded during application
  • Whether adhesion testing will be performed on this roof before full application
  • The warranty: length, tier, whether material-only or material and labor, whether prorated, who issues it, and the maintenance conditions attached
  • The effect on any existing manufacturer warranty on the underlying system, and whether authorization has been obtained
  • Responsibility for permit and energy code documentation, and whose scope the NRCC-ENV-E filing sits in

The moisture survey line is the one to hold firm on. A proposal that does not address what is under the membrane is quoting a price for covering an unknown, and the unknown is the whole risk. If a bidder resists, commission the survey independently and give every bidder the same findings, which also makes the resulting proposals genuinely comparable.

Disruption and tenant coordination

Coating work is less disruptive than a tear-off, which is one of its real advantages on an occupied building, but it is not invisible. Power washing generates noise and runoff that has to be managed. Solvent-based products generate odor that can enter through rooftop air intakes, which means coordinating with the mechanical contractor to schedule intake shutdowns or temporary sealing. Roof access, staging and material handling need a plan that does not run through tenant space.

None of that is difficult, but all of it is easier to arrange two weeks ahead than on the morning of. Ask the contractor for the coordination requirements early enough to give tenants proper notice.

Warranties on a coating

Coating warranties are typically offered in tiers tied to applied thickness, and they vary considerably in what they actually cover. The distinctions worth interrogating are between material-only and material-plus-labor, whether coverage is prorated, what the maintenance conditions are, and whether the warranty is issued by the manufacturer or only by the contractor.

A separate question is what the coating does to any existing warranty on the roof below. Coating a system still under a manufacturer warranty without the manufacturer's authorization can terminate that coverage. If the underlying system is warranted, that conversation happens first.

Maintaining a coated roof

A coating is not a maintenance-free surface, and treating it as one is the most common way its service life falls short of its warranty. Two things need ongoing attention.

The first is cleanliness, which is a performance issue rather than an aesthetic one. Reflectance is what the coating was specified for and what the energy code compliance rests on, and a surface holding dust, pollen and organic debris reflects considerably less than a clean one. Silicone in particular attracts and holds soiling. In a valley that spends months accumulating dust before any rain arrives, periodic cleaning is what keeps the performance you paid for.

The second is the detail work. Coatings age faster at seams, penetrations, transitions and anywhere ponding persists, and those are the areas to inspect. Recoating is generally a maintenance event rather than a replacement event, and catching a thinning area before it fails is what keeps it that way.

The inspection schedule that supports a coated roof is the same semiannual cadence any low-slope commercial roof needs, and the warranty most likely requires it in writing. Confirm what the maintenance conditions are on the day the warranty is issued, not on the day you need to make a claim.

Comparing a coating against replacement

A coating and a replacement are not competing quotes for the same thing, and comparing them on price alone is misleading. A coating buys additional service life on the existing assembly, with a warranty of its own, at a lower cost and with far less disruption to tenants. A replacement resets the assembly, addresses the insulation and the deck, and starts a new and generally longer warranty.

The comparison that makes sense is cost per year of service life gained, with the condition of the insulation as the gate. If the survey is clean and the membrane is sound, a coating is frequently the better value. If the survey finds significant saturation, a coating is not a cheaper option, it is a deferred replacement with money spent on top of it.

One more consideration: a coating over a roof approaching the end of its structural service life postpones the code compliance cost rather than avoiding it, and it postpones it into a future budget year at future prices. That can be the right decision. It should be a decision, rather than a side effect of choosing the smaller number.
