A commercial roof inspection is worth exactly as much as the report it produces. A contractor who walks the roof, tells you it looks fine, and leaves has given you nothing you can budget against, claim against, or hand to the next property manager. An inspection that produces a dated, photographed, plan-keyed record of condition is a different product entirely, and it is the one to buy.

The four reasons to inspect
Routine condition inspection
The scheduled semiannual walk that anchors a maintenance program. Its job is to find small failures while they are cheap and to keep drainage clear. It is visual, it is comparatively inexpensive, and its value comes from being repeated on a schedule so that change over time becomes visible.
Event-driven inspection
Performed after something happened: a wind or hail event, a fire that deposited debris, or any trade working on the roof. The purpose is to document damage while its cause is still attributable, which is what makes an insurance or warranty conversation possible later.
Due diligence inspection
Performed before a purchase, a refinance or a lease commitment where roof condition affects the deal. This is the one that should almost always include moisture survey and core cuts rather than a visual walk, because the question is not whether the roof looks acceptable but what remaining service life is actually being acquired.
Pre-project investigation
Performed before committing to a coating, an overlay or a replacement, to establish what is actually in the assembly and what condition it is in. Its output determines whether a coating is viable, whether a tear-off is required, and what the scope will be.
Visual inspection, and its limits
A thorough visual inspection covers the roof surface, all penetrations and flashings, edge and perimeter details, drainage, and the interface with rooftop equipment. It should also include the interior where accessible, because ceiling staining, deck condition seen from below and evidence at wall lines all carry information the roof surface does not.
- Field membrane: punctures, splits, blisters, ridging, crazing, chalking, areas soft underfoot
- Seams and laps: openings, fishmouths, lifted edges, prior repairs and their condition
- Flashings: base flashing separation or slippage, counterflashing and coping condition, fastener backout
- Penetrations: pipe boots, curbs, conduit supports, vents, and sealant condition at each
- Drainage: drain and scupper obstruction, strainer condition, ponding locations, overflow provisions
- Perimeter: metal edge security, open joints, evidence of prior uplift
- Equipment: condensate discharge, curb gaskets, service damage, abandoned equipment and penetrations
- Interior: active or historic staining, deck corrosion or rot where visible, insulation condition at openings
What a visual inspection cannot tell you is whether the insulation beneath an intact-looking membrane is wet. That is the single most consequential fact about a commercial roof, and it is invisible from the surface. Any inspection being used to make a capital decision needs more than eyes.
Moisture survey: the part that changes decisions
Non-destructive moisture surveys locate water trapped in the roof assembly. Three methods are in common use, and they detect different things.
Infrared thermography
Wet insulation retains heat longer than dry insulation. Scanned after sunset, saturated areas radiate detectably longer and appear as thermal anomalies. Infrared covers large areas efficiently and is well suited to Sacramento, where reliably clear dry evenings make the required conditions easy to obtain for much of the year. It requires the roof to have absorbed solar heat during the day and to be dry on the surface at scan time.
Capacitance and impedance meters
Handheld instruments that read the electrical properties of the assembly to indicate moisture. Useful for spot checking and for verifying findings, slower across a large roof, and readings are affected by the materials present.
Nuclear moisture gauges
Detect hydrogen content in the assembly on a survey grid. Effective across membrane types including those that complicate infrared, with the practical constraints that come with a licensed radioactive source.
Whichever method is used, findings should be confirmed with core cuts. A core cut removes a small sample through the full assembly, confirms the layers actually present, and verifies the moisture condition directly. Scans indicate; cores confirm. A survey report with no cores is an indication, and it should be labeled as one.
Cores must be properly patched the same day. Ask how that is handled before the work is authorized, and confirm that the patching method is compatible with the membrane and, where relevant, with the manufacturer warranty.
Timing inspections to the Sacramento year
The valley's climate makes the calendar unusually easy to get right, and unusually costly to get wrong.
Late spring
Inspect after the wet season ends. Winter damage is visible and still fresh, and the long dry season ahead provides an unhurried window in which to schedule repairs under good conditions. Repairs authorized in May get done properly; repairs authorized in December get done in the rain.
Autumn, after leaf drop and before the first sustained rain
This is the critical one, and it is the one most commonly mistimed. The valley's tree canopy sheds late, and an inspection performed too early clears drains that will be full again before the rain arrives. The objective is clear drains, closed details and repaired flashings at the moment the wet season starts.
After any event, and after any trade
Wind, hail and fire debris warrant documentation while attribution is clean. So does any rooftop mechanical, electrical, telecom or window-cleaning work. Damage caused by other trades is common, rarely self-reported, and easy to attribute only if someone looked shortly afterward.
What a report has to contain
This is the part that separates an inspection worth paying for from a walk-through. Require the following, in writing, before engaging anyone.
- A roof plan with numbered locations, so findings can be located again by someone who was not there
- Dated photographs keyed to those locations
- Identification of the membrane type and, where determinable, the assembly and approximate age
- Condition findings separated into active issues, developing issues, and observations
- A specific recommendation and a suggested timeframe for each finding, rather than a general conclusion
- Drainage findings, including ponding locations and duration where observed
- Where a moisture survey was performed, a map of affected areas with an area estimate and core cut results
- An opinion on remaining service life, stated with its basis
The area estimate on a moisture map matters more than it appears to. It is the number that determines whether the eventual repair crosses the energy code threshold discussed below, and therefore whether compliance cost belongs in the budget.
Reading the findings without overreacting
A thorough inspection report on an older commercial roof will contain a long list of items, and the natural response to a long list is either alarm or dismissal. Neither is useful. The report is only actionable if the findings are separated by urgency and consequence.
Act now
Anything admitting water into the assembly, and anything that will admit water in the next storm: open seams, failed penetration details, breached flashings, obstructed drains. These are cheap now and expensive after a wet season, and the cost curve is steep because saturated insulation is not repairable, only replaceable.
Schedule this season
Deterioration that is progressing but not yet admitting water: sealant nearing the end of its life, fasteners backing out, edge metal loosening, isolated blistering. These belong in the dry-season work window rather than in an emergency call.
Monitor and record
Conditions that are worth tracking rather than acting on: minor ponding that clears, early surface chalking, cosmetic damage. The value of recording them is that the next inspection can say whether they are progressing, which is information no single inspection can provide.
This is why the sequence of reports matters more than any individual report. A first inspection produces a snapshot. The third one produces a trend, and a trend is what supports a capital plan. Keep the reports together in one file rather than in whichever inbox received them.
The remaining service life estimate
Ask for it, and ask for its basis. An estimate grounded in membrane type, age, observed condition and moisture survey results is a planning input. An estimate offered without a stated basis is a guess, and it will be treated as authoritative by whoever reads the report next year, which is how unfounded numbers end up in reserve studies.
How inspections support warranty and insurance
Most manufacturer warranties on commercial membrane systems carry maintenance and inspection conditions, and a claim can be denied where the owner cannot demonstrate the roof was inspected and maintained as required. The inspection record is the demonstration. It is also the thing that establishes that a defect was reported within any required notification window.
On the insurance side, the recurring dispute is between sudden accidental damage, which is generally covered, and gradual deterioration or deferred maintenance, which generally is not. That dispute is resolved on evidence. A roof with a documented condition history immediately before an event, and documented damage immediately after, is in a substantially stronger position than one with no baseline. The inspection file is the baseline.
The energy code connection
An inspection is not itself a code event, but it produces the number that determines whether the next project is one.
Under the 2025 California Energy Code, Title 24, Part 6, effective January 1, 2026, nonresidential roof alterations must meet cool roof requirements once the work exceeds more than 50 percent of the roof area or more than 2,000 square feet, whichever is less, under Section 141.0(b)2Bi. Because the smaller figure governs, a large building crosses the threshold at a small percentage of its roof.
So when a moisture survey reports 2,400 square feet of saturated insulation on a 50,000 square foot roof, it has reported two things: a repair scope, and the fact that the repair will be a regulated alteration requiring compliant materials and permit documentation. Knowing that at the inspection stage rather than at the bid stage is the difference between a budgeted project and a surprise.
For low-slope nonresidential roofing the prescriptive requirement is a minimum aged solar reflectance of 0.63 and minimum thermal emittance of 0.75, or an SRI of 75, and under the 2025 code that applies in all California climate zones. Nonresidential compliance documents are the NRCC-ENV-E Certificate of Compliance at permit application and the NRCI-ENV-E Installation Certificate at inspection. Whether the City of Sacramento or Sacramento County reviews the permit depends on the parcel, not the mailing address.
Safety and access, which are the owner's problem too
Roof inspections happen at height, frequently near unprotected edges and skylights, and the arrangements are not purely the contractor's concern. Owners and property managers carry obligations around safe access to the roof, and those obligations do not disappear because a licensed contractor is the one climbing.
The conditions that make a roof inspectable are worth checking before anyone is scheduled: a safe and code-compliant means of access, secure ladder points or a permanent stair, guarding or fall protection anchorage where work occurs near edges, and skylights and smoke hatches that are either guarded or clearly marked. Skylights are the recurring hazard on commercial low-slope roofs, because a weathered plastic dome does not look like a hole and behaves like one.
Ask the contractor how they will protect their crew, and confirm they carry workers compensation coverage. Then look at what your building requires them to work around. Deficiencies found here are cheap to correct and expensive to ignore, and they will constrain every trade that needs roof access, not only the roofer.
Access logs are worth keeping
A simple record of who went on the roof and when, maintained by whoever controls access, resolves a surprising number of later disputes. When a new puncture appears near a rooftop unit, the log establishes who was up there in the interim. Without it, the damage is unattributable and the cost is yours by default.
Choosing an inspector
Roofing work in California is licensed under the Contractors State License Board C-39 Roofing Contractor classification, which the board defines as installing products and repairing surfaces that seal, waterproof and weatherproof structures. Verify the license and its status with the board directly.
Beyond the license, the question specific to inspections is independence. A contractor inspecting a roof they hope to repair has an interest in what they find. That is not disqualifying, and a long-standing maintenance contractor often knows the roof better than anyone. But for a due diligence inspection, a pre-project moisture survey, or any decision involving significant capital, an independent inspection or consultant removes the conflict for a cost that is small against the decision.
Ask what equipment they use, whether core cuts are included and how they are patched, and to see a sample report with the client details removed. The sample report answers the only question that really matters, which is what you will be holding at the end.
