Water is coming through the ceiling. The instinct is to get someone onto the roof and stop it. That is almost always the wrong first move, and in a Sacramento winter storm it is occasionally a dangerous one.

The first hour is about three things, in this order: keeping people away from what can hurt them, limiting what the water can ruin, and creating the record that every later conversation will rest on. The roof itself can wait an hour. It has already been leaking for longer than that.

This page covers that first hour, the temporary measures that are appropriate and the ones that cause harm, the documentation that decides insurance outcomes, and what to do in the days after once the building is dry.

First: what can actually injure someone

Electricity, before anything else

Water tracking through a ceiling reaches light fixtures, junction boxes, conduit and panels, and it does so invisibly. This is the hazard that turns a property problem into an injury, and it is the one most often underestimated because the water looks clean and the drip looks small.

If water is anywhere near lighting, outlets, panels or equipment, de-energise the affected circuits before anyone works in the area, and get a qualified electrician to clear it before restoring power. Do not let maintenance staff open a wet fixture to see where the water is coming from. A ceiling tile can be replaced; a person cannot.

Ceilings that are holding water

Suspended ceiling tiles and drywall absorb water until they fail, and they fail all at once rather than gradually. A visibly sagging or bulging ceiling is carrying a load, and standing under it to look at it is the wrong place to be.

Clear and cordon the area beneath it. Where the load has to be relieved, that is a job for someone doing it deliberately from the side with the area cleared below, not for whoever noticed it first.

Wet floors, in a building full of people who are not expecting them

Water spreading across hard flooring is a slip hazard that arrives without warning in a space people cross on autopilot. Cone it, sign it, and where the spread is significant, close the route rather than marking it. Tell tenants which areas to avoid rather than assuming signage does the work.

Nobody goes on the roof in the storm

This is worth stating flatly because the pressure to do it is real. A wet low-slope roof in wind is a genuinely hazardous place: the surface is slick, edges and skylights are hard to see in poor light, and a weathered skylight dome will not hold a person. No amount of interior damage justifies sending someone up unequipped during the weather that caused it.

Roof access during a storm is for a properly equipped contractor making a considered decision, or for nobody.

Then: limit what the water can ruin

Once people are safe and only where it can be done safely, the objective is to keep the water off things that will cost money.

  • Move electronics, records, stock and anything absorbent out of the path, starting with whatever is most valuable and least replaceable
  • Cover what cannot be moved with sheeting, and pull it clear of the wall where water is tracking down
  • Get containers under active drips, and empty them before they overflow, which is how a contained leak becomes a spreading one overnight
  • Lift boxes and stock off the floor rather than only away from the drip, because water spreads across a floor further than people expect
  • Protect the route the water is taking, not just its destination

If the volume is significant, involve a water damage restoration contractor early rather than after the fact. Drying is time-sensitive in a way that surprises people: the difference between materials that can be dried in place and materials that must be cut out and replaced is often measured in the first day or two, not in the severity of the original event.

The twenty minutes that decide the insurance outcome

This is the highest-value thing you will do all day, and it has to happen while the event is in progress. Once the water stops and things are cleaned up, the evidence is gone and you are left arguing from memory.

Insurers distinguish sudden accidental damage from gradual deterioration and deferred maintenance. The first is what policies are written for; the second generally is not. That distinction gets decided on the evidence available, not on what actually happened, so the record you make now is the case you will have later.

  • Photograph and video the active leak, with something in frame that establishes location
  • Photograph the damage: ceiling, walls, flooring, equipment, stock, and the water's path across the space
  • Photograph the exterior and the roof if and when it is safe, including any visible storm damage
  • Record the date and time you discovered it, and who reported it
  • Note the weather at the time, since a wind or hail event is the thing that makes a claim a claim
  • Photograph the temporary measures you put in place, which demonstrates mitigation
  • Keep tenant reports and complaints in writing rather than as phone calls
  • Keep emergency mitigation invoices separate from any permanent repair invoice

That last point catches people out. Mitigation costs and repair costs are frequently treated differently, and a single invoice covering both is harder to work with than two clean ones. Tell the contractor at the time that you want them separated.

If you have inspection reports from before the event, pull them now and put them with the rest. A documented roof in known condition immediately before a storm is in a materially stronger position than a roof with no history, which is one of the less obvious returns on a maintenance programme.

Who to call, and one constraint that overrides speed

Roofing work in California falls under the Contractors State License Board C-39 Roofing Contractor classification, defined as installing products and repairing surfaces that seal, waterproof and weatherproof structures. Verify the licence number with the board rather than trusting a number on a van.

The constraint that matters more than response time: if the roof is under a manufacturer warranty, only an approved contractor may touch it. Emergency work by an unapproved contractor, or the wrong sealant applied by a well-meaning handyman, can void coverage that had years left to run. Establish who holds the warranty before you authorise anyone, even at two in the morning. A slower approved response is cheaper than a fast unapproved one.

When you call, ask directly: do you service commercial low-slope roofs, do you work on this membrane type, can you provide a temporary dry-in tonight and a documented permanent recommendation afterwards, and are you approved by the system's manufacturer.

The leak is not above the drip

Water enters at a defect, then travels. It runs along the top of the deck, through insulation joints, down structural members and across the back of the ceiling until it finds somewhere to fall. On a large commercial roof the entry point can be a long way from where you first saw water.

This is why patching directly above the interior drip is the most common wasted repair. It treats the place the water arrived rather than the place it entered, and the leak returns in the next storm looking like a failed repair.

Common entry points, none of them necessarily near the visible damage: membrane punctures from foot traffic or dropped tools, failed base flashing at parapets and walls, cracked pipe boots, equipment curbs with failed gaskets, blocked or damaged drains, open seams, expansion joints, skylight perimeters and wall transitions.

A contractor should trace the path and tell you where the water entered and why. One who proposes a patch without investigation is guessing with your money.

Check the drains while they are up there

Blocked drainage turns a minor defect into an active leak, and in the Sacramento Valley it is the single most common contributing factor. The valley's tree canopy sheds late, immediately before the wet season, and a drain that passed a light rain will back up under a genuine storm. Clearing drains during the leak call frequently does more than the patch does.

Temporary is temporary

A permanent repair needs a dry, clean, properly prepared surface, which a storm does not provide. So the correct sequence is stabilise now, repair properly later. Wet-applied emergency mastics and peel-and-stick patches exist for exactly this, and they are designed to buy weeks, not seasons.

The failure mode is not the temporary patch. It is the temporary patch that nobody ever came back to replace, quietly becoming the building's roof strategy while the insulation underneath it stays wet. Before the emergency contractor leaves, get four things in writing:

  • What was actually done, and with what product
  • How long it is expected to hold
  • What permanent work is recommended, and what it addresses
  • A scheduled date to come back, not an intention to

Put the return date in the calendar the same day. The pressure that made this urgent disappears the moment the ceiling stops dripping, and so does the follow-up.

What to tell tenants

Tell affected tenants promptly what is known, which areas to avoid, and what is being done. Frequent short updates land far better than one confident update later.

What not to do is promise the problem is solved. After a temporary repair the honest statement is that the leak is stabilised, the cause is being investigated, and permanent work is scheduled. Saying it is fixed and then having it leak again in the next storm costs more credibility than the leak itself did, and tenants remember which one you told them.

Ask tenants to document and report their own damage in writing. It is in their interest for their contents claim, and it gives you a complete picture rather than a partial one assembled weeks later.

Once it is dry: the part that actually matters

The leak call ends when the water stops. The consequential work starts a few days later, and skipping it is how a leak becomes a capital event.

Find out whether the insulation is wet, and how much

This is the question that determines everything that follows. Wet insulation does not dry out inside a roof assembly. It loses its thermal value permanently, it corrodes steel deck and rots wood, and it cannot be repaired, only removed and replaced. A membrane patched over saturated insulation looks fixed and is not.

A moisture survey, infrared or capacitance, with core cuts to confirm, maps the affected area and gives you a number. That number decides whether you are looking at a repair, a restoration or a replacement, and it is worth commissioning independently rather than relying on the assessment of whoever wants to sell you the fix.

Establish the cause, not just the location

Storm damage, membrane at end of life, drainage that was never adequate, a penetration made by another trade, damage from rooftop mechanical service, or a previous repair that failed. The cause determines whether this recurs. A roof that leaked because a contractor punctured it during HVAC service needs a different response from a roof that leaked because it is worn out.

Look at the rest of the roof while someone is up there

A leak is the roof telling you something, and it is rarely a message about one square metre. Have the contractor walk the whole surface: other open seams, blistering, crazing, loose flashing, ponding, damaged penetrations, and the condition of previous patches. Finding the next two failures now is cheaper than finding them in January.

Watch the scope, because of what it triggers

If the permanent repair turns out to be large, the energy code becomes a budget item. The 2025 California Energy Code requires nonresidential roof alterations to meet cool roof standards once the work exceeds more than 50 percent of the roof area or more than 2,000 square feet, whichever is less. On a big building 2,000 square feet is a small fraction, so a substantial repair can pull in compliance, permit documentation and plan check. Worth knowing before the scope is finalised rather than after.

Build the file, then build the list

Every leak should leave a record behind: exact location, date, cause, what was done temporarily, what was done permanently, by whom, with photographs, plus the moisture survey results and any warranty implications. Kept as a series, these turn into the history that supports a warranty claim, an insurance position, a capital plan and eventually a sale.

And do the boring thing that pays off at two in the morning: assemble the emergency contact list now, while nothing is wrong. A commercial roofer who knows your building and your membrane, a water damage restoration contractor, an electrician, your insurance contact, and whoever holds the roof warranty. Put it where the person who finds the leak can reach it, which is not only in your own phone.

The single best predictor of how a roof leak goes is whether these decisions were made in advance or during the storm.
