Sacramento does not need a hurricane for a commercial building to suffer major storm damage.
A blocked roof drain, failed flashing, overflowing gutter, fallen branch or power outage can disrupt tenants and turn a manageable maintenance issue into an emergency.
The City of Sacramento advises property owners to prepare for heavy rain and wind, keep storm drains clear and prepare for potential power outages during storms.
For commercial properties, the best storm response begins before rain appears in the forecast.
Start at the roof
The roof is the first obvious place to look, but the goal is not merely checking whether the membrane looks intact.
Review drainage.
Where does water go after it lands on the roof?
Inspect drains, scuppers, gutters and downspouts. Identify debris buildup and low areas.
Look closely around penetrations, HVAC equipment, curbs and previously repaired sections.
Review the building's leak history. If the same office leaked during two previous storms, that information should be available to the roofer before the third storm arrives.
Follow the water all the way to the ground
Roof drainage is only one part of the system.
A downspout can work perfectly while discharging into a blocked drain or low area that sends water back toward the building.
Walk the property and follow drainage paths.
Look for sediment, leaves, damaged grates, low pavement, overflowing landscape areas and water marks on exterior walls.
Understand the property's flood exposure
A property does not need to sit beside the Sacramento or American River to experience water problems.
Properties inside and outside mapped flood-hazard areas can still experience flooding because the region relies on levees, creeks, drainage systems and pumps.
Commercial owners should understand both mapped flood risk and the site's history of local drainage problems.
If a property repeatedly experiences water entry, obtain qualified advice about permanent mitigation rather than relying indefinitely on sandbags and cleanup.
Inspect known water-entry points
Walk the building before the wet season and identify vulnerable locations.
Look at exterior doors, loading docks, below-grade entrances, wall penetrations, windows, utility openings and other places where water has entered previously.
Do not wait for standing water to start figuring out where the openings are.
Review trees before wind does it for you
Commercial properties often contain mature trees near parking areas, roofs, walkways and utility infrastructure.
Have potentially hazardous trees evaluated by an appropriate professional rather than relying on visual guesses by unqualified staff.
Prioritize known defects and branches over roofs, pedestrian areas or vehicles.
Storm preparation is much easier when tree work happens on a scheduled Tuesday instead of during a Saturday-night wind event.
Prepare for power loss
Decide what happens to the property when electricity goes out.
What happens to access control? Gates? Elevators? Refrigeration? Security cameras? Alarm panels? Server equipment? Sump pumps? Emergency lighting?
Property management should have an internal outage process.
Who checks the building? Who contacts tenants? Which systems need inspection after power returns? Who has access if electronic entry systems are unavailable?
Know which equipment actually has backup power
Do not assume.
A building may have a generator while critical tenant equipment is not connected to it.
Another building may have battery backup for access control but not for the gate operators.
Document the actual backup configuration.
If backup generation exists, keep testing, maintenance and fuel considerations within the building's professional maintenance program.
Build the storm vendor list
Before a storm, identify who you will call for the failures most likely to occur.
Roof leak. Plumbing backup. Electrical issue. Fallen tree. Water intrusion. Broken window. Failed HVAC equipment.
Do not wait until a regional storm event, when every contractor's phone is ringing, to begin looking for a company you've never worked with.
Maintain a primary and secondary contact for the building's most critical services where practical.
Establish spending authority before the emergency
After-hours response often stalls because the person onsite does not know what they can authorize.
Define reasonable emergency approval procedures.
For example, the onsite manager may be authorized to spend enough to stop active water intrusion but may require ownership approval for a full roof replacement.
The exact thresholds depend on the property.
The important part is making the decision structure clear before the incident.
Protect records and tenant information
Property records should not exist only on a computer located inside the property.
Maintain secure backups of critical documents, vendor information, insurance contacts, building plans and tenant emergency contacts.
Communicate before tenants start asking
When a major storm is forecast, a short proactive tenant message can prevent confusion.
Explain whom to contact for building emergencies, whether any exterior areas are being closed, how after-hours incidents should be reported and what tenants should do if they observe active water intrusion.
Property management does not need to predict exactly what will happen.
It needs to make the response channel clear.
During the storm: focus on safety and damage limitation
Do not send untrained employees onto wet roofs or into flooded electrical areas.
Restrict access to hazardous interior areas, protect equipment where it can be done safely and document active damage.
If water is near electrical systems or there are downed power lines, treat the condition as a safety issue rather than a maintenance inconvenience.
After the storm: inspect before closing the incident
Once conditions improve, walk the building again.
Check areas that may have experienced problems even if no tenant reported them.
Look for ceiling stains, damp materials, roof damage, blocked drains, exterior debris and electrical or mechanical equipment affected by water.
Photograph damage and record who inspected each area.
Then update the building's maintenance record.
Use every storm to improve the next response
After a significant event, ask three questions.
What failed?
What took too long?
What should we change before the next storm?
Perhaps the roof leak could have been prevented.
Perhaps the roof was fine, but the restoration contractor's number was outdated.
Perhaps the physical response worked perfectly but tenants had no idea whom to call.
Storm preparedness improves through repeated operational learning.
A strong commercial property does not need to be immune to bad weather.
It needs to be ready to respond when bad weather exposes a weakness.
