Commercial waste service in Sacramento involves more than arranging for a dumpster and scheduling weekly pickup. Businesses and property managers must account for garbage, mixed recycling, organic material, service frequency, tenant participation and the rules governing which companies can collect waste within the city.

This guide explains how Sacramento’s commercial waste system works and what to consider when comparing providers.

How commercial waste collection works in Sacramento

The City of Sacramento does not directly collect commercial garbage, recycling or organic waste. Businesses and commercial properties instead contract with a waste hauler that holds a current franchise agreement with the city.

Commercial customers can compare the approved haulers and choose the company whose service options and pricing best fit the property. The city does not set commercial hauling rates.

Current franchised haulers providing ongoing commercial collection include companies such as:

  • Atlas Disposal Industries
  • California Waste Recovery Systems, also known as Cal-Waste
  • Republic Services of Sacramento
  • Recology Sacramento
  • Waste Management of Sacramento
  • Waste Removal and Recycling

Because service options and contracts can change, property managers should confirm current franchise status directly through the City of Sacramento before signing an agreement.

What waste services are required?

Sacramento businesses generally need to separate waste into three streams:

  1. Garbage
  2. Mixed recycling
  3. Organic material

The city states that businesses must separate recyclable materials and organic waste from garbage. Property managers must also provide appropriate containers for tenants and occupants.

Organic material can include food scraps, food-soiled paper, landscaping trimmings, leaves, small branches and clean unpainted wood.

Sacramento’s organics rules apply broadly to businesses and are not limited to restaurants. Commercial properties and multifamily properties with five or more units generally must have organics recycling service.

How often must waste be collected?

The City of Sacramento says garbage and organics must generally be removed at least once every seven days.

A weekly minimum does not necessarily mean weekly service is sufficient for every property. Restaurants, apartment communities, medical facilities, grocery businesses and high-traffic offices may need more frequent pickup.

Signs that a property may need increased service include:

  • Overflowing containers
  • Persistent odors
  • Illegal dumping around the enclosure
  • Recyclables being placed in garbage bins
  • Tenants leaving material outside containers
  • Pest activity
  • Repeated contamination notices
  • Cardboard consuming most available capacity

How to compare commercial waste companies

Price matters, but it should not be the only deciding factor. Compare container options, pickup schedules, recycling and organics support, contamination charges, overflow fees, contract terms, enclosure access and customer-service response.

Ask whether the provider can adjust container sizes or pickup frequency without requiring an entirely new contract.

Organics waivers and alternative arrangements

A small number of properties may qualify for an organics waiver because of limited space or very low organic-waste generation. Sacramento describes these waivers as uncommon and may require documentation and an inspection.

Other possible compliance arrangements can include third-party recycling, self-hauling, shared containers with adjacent properties, backhauling material or on-site composting. These arrangements require records and may be subject to city review.

Construction and demolition debris

Commercial renovation and demolition debris is handled differently from recurring waste.

Within the City of Sacramento, construction and demolition material generally must be hauled by a franchised provider unless an exception applies. The city also requires 65% diversion for covered demolition and CALGreen projects. Sacramento began using Green Halo for waste-management plans and waste logs on January 15, 2026.

Before starting a remodel, confirm:

  • Whether a waste-management plan is required
  • Which haulers are authorized
  • How recycling documentation will be collected
  • Who will maintain disposal receipts and weight tickets
  • Who is responsible for compliance

Questions to ask before signing a waste contract
